All\u00ed residen casi el 10% de los hogares que, en su gran mayor\u00eda viven en barrios con serios d\u00e9ficits de accesibilidad a infraestructura b\u00e1sica, equipamiento comunitario, transporte y condiciones ambientales adecuadas.<\/strong><\/em><\/p>\n<p style=\"text-align: center;\"><em><strong>Los instrumentos legales a nivel nacional y provincial acompa\u00f1an las luchas de estos sectores, pero parecen insuficientes para revertir este d\u00e9ficit. All\u00ed residen 385.394 hogares que representan el 9,6% del total. Gran parte de los hogares vive en barrios con graves d\u00e9ficits de accesibilidad a infraestructura b\u00e1sica, equipamiento comunitario, transporte, y de condiciones ambientales adecuadas. Los mayores d\u00e9ficits \u00a0se observan en la provisi\u00f3n de servicios de infraestructura. Entre el 80 y 85% de los hogares se localiza en barrios sin red cloacal y de gas natural. Mientras que entre un 34 y 36% de los hogares viven en barrios sin agua de red, pavimentos, ni medidores individuales de energ\u00eda el\u00e9ctrica. En cuanto al equipamiento comunitario, entre un 7 y un 13% de los hogares reside en barrios distantes a m\u00e1s de 1 km de establecimientos educativos y de salud. En lo relativo al transporte el 66% de los hogares se ubica en barrios distantes a m\u00e1s de 1 kil\u00f3metro de una estaci\u00f3n ferroviaria.
